Chief Engineer
Essential Job Function:
To supervise, control, direct, administer and coordinate all engineering operations and mechanical/electrical maintenance of the facility under the general direction of the Facilities Manager.

Responsibilities:
Responsible for the supervision, performance and control of all mechanical, electrical and craft services.
Establish a program for the acquisition, storage and accountability of all operating materials, tools and equipment. Establish an approved inventory control system.
Establish and maintain periodic operational testing schedules for critical systems and equipment.
Implement and sustain adequate training programs for operating the facility equipment and systems.
Monitor and supervise subcontracted jobs to outside concern where it is not practical for them to be performed in-house.
Perform any additional duties on an as required basis where such duties are within the scope of contractual limitations.
Perform the requisite daily communications with the Facilities Manager on matters relating to the services performed as needed or required.
Prepare operating budgets relative to work performed by this staff as required.
Strive towards a goal of zero downtime in computer operations by virtue of reliable systems performance.
Administer an effective and accountable preventative maintenance system. Ensure that all on-site staff conforms to all local laws, codes and regulations.
Ensure that work responsibilities are allocated properly among subordinates by the development and institution of manpower schedules, and work methods and procedures that are designed to obtain low cost and efficient operations.
Responsible for the efficient operation of the facility equipment and systems.
Responsible for the establishment of performance standards for each phase of work and for adherence to standard practices and quality methods.
Carry out policies and procedures of Countrywide Home Loans concerned with safety, administrative requirements, standard practices and work methods.
Develop and maintain a work order system for the control and assignment of all on-call and unscheduled services. This system is to include the work performed, where applied, personnel assignments, time and material estimates and authorization.
Develop operating instructions and procedures for equipment and systems.

Preferred Skills/Education:
Possess the requisite licenses and permits required by local laws and ordinances to operate, repair and maintain the facility equipment and systems under his direction.
A graduate of a BOMA/IFMA building engineering program.
Additional training in specific operating systems: Building Control Systems, Electrical Systems and Illumination, Air Handling, Water Treatment and Plumbing Systems, Refrigerator Systems and Accessories, Boilers, Heating Systems and Applied Mathematics.
5-10 years experience in commercial building operations and maintenance to include central plant operations of large centrifugal chillers, generator systems, power distribution systems, etc.
Technical and working knowledge in building automation and fire/security systems maintenance, repairs, trouble shooting and operations.
Proven interpersonal skills in dealing with employees, vendors and management.
Proven highly proactive, team building communicator skills.
