POSITION TITLE: Staff Assistant

U.S. Department of State (DOS), Overseas Buildings Operations (OBO), Project Execution Office (PE), Special Projects Coordination Office (SPCD) has a opening for a part-time Staff Assistant.  The requirement will be satisfied through a one-year renewable Personal Services contract at the PSC-15 (GS-equivalent) grade level.  Salary range is between $107,521 and $139,774 and will be based on relevant salary history and experience.  Duties of the position consist of but are not limited to: extensive knowledge and experience in personnel management/administration including development of organization structure, policies, procedures and processes; international and inter/intra agency agreements; budgeting and financial management; and property management.  A plus will be experience in federal acquisition.  Applicants must have extensive knowledge and experience in:  development of organization structure and staffing; workload allocation; personnel administration in liaison with Human Resources including preparation of position descriptions, justification of classifications, competitive recruitment and selection; establishment and maintenance of effective performance measurements; preparation of performance plans, appraisals of work and awards for best performers; preparation and justification of budget; financial management; travel management including acquisition of passports and visas; development and negotiation of international and inter/intra agency agreements; development and administration of internal controls; performance of management and/or program support work including planning, research, analysis, control, and liaison; and preparation of high level correspondence, reports and presentations.  A plus will be a knowledge of Federal Acquisition Regulations and experience in development of acquisition strategies for design, construction and other services, source selection, and contract administration including Contracting Officer?s Representative authority.  Strong written and oral communication skills along with computer skills (Excel, Word and PowerPoint) and interpersonal skills are essential.

BASIC REQUIREMENTS: Completion of a relevant bachelor?s degree from an accredited university and extensive experience (10 years or more) high-level staff assistant responsibilities.  Applicant must have at least one full year of experience equivalent to the GS-14 grade level in the federal government exercising responsibilities as a Staff Assistant
