Construction Management Specialist

There are two openings associated with this position.

Specific Requirements:
Successfully manage major construction projects by acting as the Site Construction Manager.  The projects should include, but are not limited to combined cycle, simple cycle, or fossil construction. 

Job Duties, Responsibilities and Accountabilities:
Under the general direction of a Unit Manager of Construction, the individual will be required to provide technical support during the design phases of a project through implementation.  The primary function of this position is the management and execution of major industrial construction projects when they are ready for implementation in the field.  The site manager will play a major role in contractor evaluation and selection, engineering, construction, startup testing, performance testing, and environmental compliance testing.  The individual is the Company?s responsible party regarding contractor interface on the jobsite.  This position will involve local government and community relations interface where they are associated with the day to day operations of construction.  The individual would be based from the corporate headquarters and will be required to live in temporary housing in the vicinity of the project site during construction.

The responsibilities also include the administration and direction of outside support services such as those required in acquiring soil survey data, environmental survey and permit data, electrical interconnection, gas interconnection and water supply.  Finally, the individual is the key site person responsible for ensuring the safety, environmental compliance, quality, cost effectiveness, timely completion and performance of each project assigned. 

The individual will:
* Provide oversight and coordination to the different organizations that are providing services to the project.
* Ensure that all parties adhere to the governing contract and agreements for the project.
* Develop a project construction plan with each contributing group i.e. Transmissions, Fuels, EPC contractor and Environmental Services.
* Monitor the project construction plan performance and implement corrective action if appropriate. 
* Review, evaluate and validate all change order requests.
* Implement and maintain a Project Environmental Control Plan.
* Initiate and provide support to all environmental and regulatory permitting.
* Ensure the Company?s Safety Program is properly understood and implemented.
* Establish and maintain a project schedule with contingency planning.
* Establish and maintain a remote Company presence in the local area of the power plant.
* Develop and maintain site and local community relations.
* Manage the relationships with all external entities during the construction phase of the project such as local government, community relations, interconnecting gas pipeline companies, and interconnecting utilities.
* Oversee and manage local business activities of the Company during the construction phase of the project.

Supervisory and Leadership Responsibilities include:
* Orientation of new employees to the job.
* Planning work.
* Assigning work.
* Allocating personnel.
* Overseeing and coordinating work flow.
* Acting on employee problems.
* Aid in identifying staffing needs.
* Recruiting and interviewing to fill jobs.
* Recommending contract employee actions.

Lead Level.  Coaches and communicates with other team members to implement objectives.  Plans and assigns personnel for projects and tasks.  Independently performs assignments with instruction limited to results expected.  Bachelor's degree or equivalent and 7+ years professional experience.
