Performance Improvement Department Leader
Summary
The Performance Improvement Department at Palo Verde Nuclear Generating Station is looking for a Performance Improvement Department Leader. This position manages the Human Performance Department in performance of work supporting the overall Corrective Action, Operating Experience, Incident Investigation and Trend Analysis programs and to promote the safe operation of Palo Verde, by providing technical and administrative direction.
Qualifications
A BS degree in Engineering or related science and eight years related nuclear experience; or high school diploma/GED and twelve years related nuclear experience. The related nuclear experience shall include four years of management/supervisory experience. Applicant must have proven industry experience with a verifiable work history applying organizational effectiveness applications to positively influence organizational behavioral changes.
Comments
Major Accountabilities:
1)Direct/manage department of personnel with a variety of experience, such as operations, maintenance, chemistry, radiation protection, security, operating experience review, incident investigation, trend analysis, engineering, and administrative controls.
2)Provide technical/administrative direction to section leaders and team members to ensure an integrated approach to Performance Improvement initiatives is achieved and in the most efficient manner to return the plant?s Human Performance to excellence.
3)Establish department standards and expectations consistent with the Performance Improvement Director?s goals. Communicate these expectations to all department personnel.
4)Develop and obtain approval for department budget and control expenditures to the budgeted.
5)Direct the implementation of assessments, trend analysis and reporting programs that provide Palo Verde leaders and executive management with an independent assessment of activities performed to implement regulatory requirements, company policies, approved operating procedures and license provisions.
6)Direct the implementation of the operating experience and incident investigation programs that ensure timely feedback to plant leaders on the status of implementation of programs, procedures and activities.
7)Direct or implement and maintain the deficiency identification and reporting system to ensure documentation and resolution of conditions adverse to quality with particular emphasis timely and effective corrective action.
8)Escalate conditions adverse to quality to executive management when corrective action has been untimely or ineffective at lower-levels of management/leadership.
9)Communicate with plant management and regulators on plans, activities, potential issues and known problems.
Human Performance/Continuous Learning Department Leader (Manager)
Job Attributes
Technical
?Proven commercial experience in Human Performance evaluation, monitoring, trending, and corrective action implementation at a broad site level
?Formal training in Human Performance techniques and analysis
?Knowledge in using Performance Indicators (metrics) as a leading indicator of Plant Human Performance
?Knowledge and experience with INPO and NRC documents on Human Performance
?Experience in or knowledge of Operating Experience programs for Nuclear Power Plants
?Knowledge of Nuclear Power Plant Operations (SRO License or Certification a plus)
?Knowledge of Management Observation Programs a plus
Leadership
?Experience in leading multi-discipline teams and coaching for success
?Experience in managing and forecasting budgets
?Experience in providing coaching and mentoring to leaders who report to you.
?Experience assisting leaders within line functions to implement new programs or processes with positive results
Regulatory
?Proven experience interfacing with regulatory agencies (Nuclear)
?Thorough understanding of NRC crosscutting cornerstone applications
?Experience in clearing crosscutting findings in Human Performance a plus
?Experience in being designated point of contact for NRC special inspections or INPO Evaluations a plus
Professional
?Project Management experience including site-wide and multi-discipline applications
?Experience in developing, presenting, and marketing ideas, plans, proposals, or briefings to groups of people up to and including Officer level personnel
?Experience in tactical planning (some with very short notice) and longer term strategic planning
?Peer INPO Assessment experience a plus
?Proven ability to meet targets dates and goals.
