Sr. Regulatory Consultant
HPRS DEPARTMENT: SCHEDULE: Full-time Regular; 40 hours/week; Days Shift
EDUCATION/LICENSURE/CERTIFICATION:
Bachelor?s degree or equivalent in Public Policy, Public Administration, Health Care Administration or Public Health or other related field, Master?s degree or JD strongly preferred.
POSITION SUMMARY:
Analyzes and evaluates the impact of regulatory proposals on Kaiser Foundation Health. Ensures that operational areas have input into the policy-making process through appropriate solicitation of and collaboration with operational leaders,. Analyzes final regulations and manages implementation of assigned regulations to facilitate necessary operational changes in a timely manner to ensure Health Plan compliance. Assists Director or Manager in management of unit's activities.
QUALIFICATIONS:
Typically seven or more years of experience in related field. Strong analytical skills appropriate for analysis of laws and regulations. Strong project management and group facilitation ability and experience. Familiarity with legislative and regulatory process strongly preferred. Familiarity with health plan operations preferred. Excellent interpersonal, verbal and written communication skills. Ability to work with peers in self-managed teams to meet deadlines. Demonstrated conflict resolution and mediation skills with ability to secure action from persons outside their supervision.
DUTIES:
Reviews, analyzes and evaluates the impact of proposed regulations on Health Plan. Solicits comments from operational stakeholders in leadership roles to help to ensure that all relevant impacts are identified. Synthesizes responses from stakeholders and drafts comment letters for submission to Department of Managed Health Care. Reviews and provides input on position letters to regulators and the Governor?s office. In partnership with TPMG, SCPMG, KFH, and Legal, reviews final regulations of interest to Kaiser Permanente to identify appropriate implementation leaders.
For regulations to be implemented by HPRS, conducts analysis of each new regulation as assigned. Identifies key stakeholders for involvement in activities, develops implementation work plans, and tracks deliverables to facilitate timely organizational responses, as appropriate. Facilitates implementation workgroups, as appropriate, to ensure compliance with new regulations. Develops communication pieces to inform stakeholders about new requirements. Participates in the development of appropriate filings with regulatory agencies to demonstrate health plan compliance. Researches particular topics at the direction of the department Director or Manager. Drafts briefing documents on policy issues for KP Leadership and regulators. Responds to inquiries from KP staff and physicians about new regulations. Responds to inquiries from KP staff and physicians about existing regulations or transfers to appropriate staff in HPRS, KFH, the Medical Groups, or the Legal Department. Prepares presentation materials and performs training sessions and presentation on new regulations as assigned. Completes special projects, as assigned. Performs other duties as assigned to support work of HPRS. Assumes responsibility for more complex review and implementation projects.
