Request for Interest (RFI) #298 ? Project Manager
The Contra Costa County Employment and Human Services Department (EHSD), on behalf of the Workforce Development Board, announces Request for Interest (RFI #298) seeking an individual to provide services as a Project Manager.
Purpose
The Workforce Development Board of Contra Costa County has recently received a $952,000 grant to assist qualified dislocated workers in receiving Process Technician training and become candidates for positions in the field of Energy and Advanced Manufacturing. This grant is regional in scope and will require detailed oversight and tracking throughout its two-year implementation. This position will report to the Executive Director of the Workforce Board and will have primary responsibility for the successful implementation of this grant.
Funding
This position is funded through the Advanced Manufacturing grant recently awarded to the Workforce Development Board of Contra Costa County. A standard one-year contract, up to $60,000, will be awarded to the successful candidate with possible one-year renewal depending on funding. The scope of the work funded is approximately two years.
Essential Functions
1. Coordinate the planning, contracting, and phase rollout of the grant implementation;
2. Develop specific timelines for implementation of each project under the grant, working with internal staff as well as contracted staff;
3. Develop budgets and allocate funds for work within the scope of the grant in coordination with Board staff, fiscal staff, and contractor-designated staff;
4. Conduct ongoing monitoring for grant project, documenting discrepancies with plan for budget expenditures as well as participant flow;
5. Provide technical assistance as needed;
6. Maintain files documenting progress for direct services;
7. Manage Management Information System (MIS) and ensure reporting to State as needed and required by grant;
8. Prepare and submit reports to State, CCPTEC Partnership, and partner contracting agencies on a minimum of quarterly basis;
9. Direct outreach to new employer organizations to support expansion and sustainability;
10. Schedule meetings as needed pertinent to the work covered under this specific grant. Such meetings may include meetings with staff, fiscal, and MIS staff, board members, partnering contractors, business entities;
11. Prepare standardized and formal updates for key staff overseeing this contract and extended partnership involved in the efforts of this grant;
12. Produce final summary report as a deliverable that documents outcomes of the grant for presentation to the Workforce Development Board.
Qualifications
The competitive candidate should have the following:
1. Bachelor?s Degree and relevant experience working with private sector, government, and education sectors.
2. Previous successful expertise in rolling out a project of similar scope
3. Strong evidence of ability to manage multiple concurrent tasks
4. Previous knowledge of federal grant funding processing including reporting
5. Expertise in managing fiscal control, tracking against benchmarks, utilizing MIS data, and provision of accurate and timely reports to ensure accountability to stakeholders.

1. Relevant experience managing a complex project implementation 40%
2. Knowledge and experience in tacking and managing fiscal and program 25%
outcomes.
3. Professionalism in demeanor, written and verbal communication 15%
4. Effective troubleshooting and resulting problem-solving 20%
