Grants & Contracts Compliance Specialist

 

First 5 LA is a unique child-advocacy organization created by California voters to invest tobacco tax revenues in programs for improving the lives of children in Los Angeles County, from prenatal through age 5.  First 5 LA champions health, education and safety causes concerning young children and families.

 

As a Contract Compliance Officer II, you will be a significant resource to the Director of Contracts and Legal Compliance by providing leadership in the area of grant and contracts administration, including compliance related issues.  You will provide team lead oversight relating to grants and contract administration and management.

 

You will independently perform difficult and highly responsible contract/grant administration activities and monitor and ensure contractor/grantee compliance with the terms, conditions, and fiscal provisions of the contracts/grants.

 

Analyze and make recommendations on complex technical and legal requirements associated with contract development and administration, in consultation with legal counsel.  You will evaluate contract documents and make recommendations for improvements, and coordinate the maintenance of complete, comprehensive contractor/grantee files.



EXPERIENCE REQUIREMENTS:

 

Minimum of eight (8) years experience in contract administration is required. Knowledge and experience in early childhood development, public health or urban planning is also required.  Experience implementing and monitoring programs in the public/private sector focused on health, education and/or children services is highly preferred.  Must have strong interpersonal communication, organizational and writing skills.

 

EDUCATION REQUIREMENTS:

Bachelor?s degree in a related field is required.  Business administration or finance is preferred; public administration, public policy, or sociology may also be considered.  An advanced degree is a plus.  An equivalent combination of applicable training and experience may be substituted for education requirement (two years of applicable experience for every one year of post-secondary education).

 

OTHER REQUIREMENTS:

Valid CA driver?s license.

Ability to lift at least 20 pounds.

Flexible work hours as needed.

SALARY: $60,000 +, DOE

The Commission offers a fringe benefits package that includes health, dental, vision and life insurance. A 457-deferred compensation plan with employer matching funds will be provided as a voluntary retirement plan.
