Staff Scientist
GENERAL SUMMARY: Initiates and executes scientific research and/or development studies; works under general supervision; performs additional duties as assigned.
PRINCIPAL DUTIES/RESPONSIBILITIES: In general, the successful candidate may perform any or all of the following: 1. Analyzes problems and develops experimental or theoretical techniques for formalized engineering or scientific studies; 2. Carries out development and testing of programs on systems, components and materials concurrent with design, fabrication or testing to better evaluate and minimize future problems; 3. Plans and executes laboratory research; 4. Develops alternative solutions to existing problems; 5. Uses specialized techniques and ingenuity to select and evaluate approaches to unforeseen or unique problems; 6. Performs or delegates all detail work necessary to determine optimum solutions; 7. Evaluates proposals and makes recommendations based on sound scientific principles and practical considerations; 8. May provide work leadership for lower level employees; 9. Prepares cost and schedule estimates and technical documents on proposed projects in assigned area; 10. Demonstrates creative ability through patent disclosures, problem solving, scientific reports or technical papers and articles; 11. Maintains current knowledge of relevant technologies as assigned; 12. Participates in special projects as required.
EDUCATION AND EXPERIENCE BA/BS (MS preferred) in Biology, Ecology, Botany, Wildlife Conservation and Management, or a closely related discipline (Environmental Mgmt), with a minimum of 5 years professional experience (above/beyond all college). Demonstrated knowledge of wildlife biology, ecology, botany and wildlife conservation and management and federal regulatory compliance (ESA, CWA, etc...) issues, local state and federal regulations, and regulatory agency requirements. Thorough knowledge of NEPA, ecological and species literature, survey techniques and survey protocols. Ability to manage projects, dealines and function as a member of a team in a fast-paced setting. Very strong writing and organizational skills are a must. Experience with NEPA is essential. Excellent observation, analysis, and verbal and written communications skills required. Must be able to follow written and verbal instructions/directions, as needed, and apply sound judgment when necessary. Must be able to read topographical,and GIS maps, engineering plansd and construction drawing. Preference will be given to those with a Master's degree in a related, applicable discipline, in addition to the required minimum years experience. A Master?s degree may substitute for 1 years actual work experience. Previous experience in federal lands management programs, especially DOD, is very desirable.
SKILLS AND ABILITIES: Proficiency with Microsoft Word, Excel, Access, PowerPoint and Outlook is essential to succeeding in this position. Candidates must possess a valid California Driver's License, with a clean driving record, and have good, safe off-road driving habits. Candidates should also possess a strong familiarity with the use of GPS equipment and related GIS software (ArcGIS preferably). 1.
