Manager,Processes & Systems

The Manager of Processes and Systems located in Oakland, CA is critical in leading and providing project management of Procurement & Supply Processes & Systems initiatives including, but not limited to one or more of the following; Buy-to-Pay (B2P) process standardization and re-design (including processes from strategic sourcing through to settlement); SOX compliance; enterprise systems implementation for B2P modules of the planned ESS (ERP) system and supply chain strategy initiatives. The successful implementation of solutions for these areas will deliver significant process efficiencies and drive cost savings for the organization.

MAJOR RESPONSIBILITIES INCLUDE:
* Leading and managing cross-functional project teams of executive stakeholders and middle-management to standardize and modernize processes and systems in the Buy-to-Pay area enterprise-wide.
* Serve as Ambassador for the Procurement & Supply Chain organization when dealing with senior executives from diverse Kaiser Permanente business units. The incumbent will develop strategies and multi-year plans for process and system improvements, sitting on, or presenting to, various planning and approval councils for regions and Kaiser Permanente-wide.
* Acting as an Agent of Change across the organization for PS Buy-to-Pay transformation initiatives. The incumbent will be responsible for changing the way Kaiser Permanente does business today in the Buy-to-Pay process areas and for driving and deploying SOX compliance activities and related systems modernizations.
* Project management and team leadership responsibilities for Buy-to-Pay initiatives include:
- Developing strategic visions and transformation plans
- Developing and managing implementation plans, budgets and resources
- Developing and rationalizing business and functional requirements for future state B2P, SOX, supply chain and ERP (ESS) processes and systems.
- Managing diverse stakeholders and driving standardization in a highly consensus based
- Organization and managing the related conflict appropriately.
- eSourcing, eProcurement, and Contract Management

* Serve as representative with KPIT( Kaiser Permanente IT) around systems and process related issues for the in-scope areas (system selections, configuration, integration, data definition/ETL etc.).
* Co-develop policies and procedures for the areas within the job description with the PS Assistant Controller. Policies & procedures would be expected to drive standardization, leading practices in the functional areas business processes, appropriate SOX and operational controls.
* Incorporate SOX compliance control requirements into B2P future state functional and technical design.
* Develop implementation plans and manage the implementation of Procurement & Supply Chain policies, ensuring SOX compliance, process standardization and systems implementation (including ESS) and manage the business case throughout the project lifecycle.
* Develop objective business cases for Processes & Systems initiatives and manage the business case throughout the project lifecycle.

MINIMUM REQUIREMENTS INCLUDE:

* Bachelors degree in business administration, finance, operations research, supply chain/materials management, economics, engineering, information technology or related field or comparable experience.
* Masters degree preferred
* Minimum of 10 years experience in business process redesign and standardization, transformation initiatives and systems implementations.
* Minimum of 6 years experience in management, team leadership, change management and conflict resolution
* Experience in working and managing change initiatives in large, complex, consensus organizations
* Proven ability to:
- Build and maintain strategic alliances with other functional and regional management
- Identify and implement new systems and processes
- Select and manage vendors and consultants
- Determine key issues in a project or operational situation, involve the appropriate individuals and develop appropriate plans of action from multi-disciplinary perspective
- Lead professionals and manage others through influence and cooperation
- Communicate persuasively and effectively to wide range of internal and external customers
- Consistently make sound business and financial judgments
- Utilize and teach methodologies for continuous quality improvement (CQI)

- Ability to manage and function well within a complex reporting relationship, and satisfy accountabilities to a wide range of internal customers
- Work effectively with senior management
- Lead change initiatives

- Strong communication, presentation, project management and negotiation skills
- Must be able to work in a unionized Labor/Management Partnership environment
- Executive presence and experience dealing with senior level stakeholders from diverse backgrounds
- Experience of leading and managing supply chain and procurement systems and processes transformation initiatives.
- Buy-to-Pay ERP Implementation experience (PeopleSoft top preference, Oracle and SAP next preference)
- Experience with functional design of B2P, SOX, supply chain and ERP (ESS) processes. Includes ability to document the as is or current state processes and systems, to be or future state processes and systems in the form of swim-lane process flow diagrams and process decomposition narratives.
- Experience implementing in web-based Buy-to-Pay technologies (including strategic sourcing and contract management technologies)
- Experience in Sarbanes-Oxley compliance preferred
- Experience in developing project plans, business cases, status reporting, issue and risk management and executive level presentations
- Some experience of data analysis and information systems design and development
- Professional certification such as PMP (Project Management Professional), CPM (Certified Purchasing Manager) or the APICS supply chain certification preferred
