The purpose of this position is to plan, direct, manage, supervise and coordinate the programs and activities of the solid waste collection and landfill disposal divisions within the Solid Waste Department; to coordinate assigned activities with other City departments and outside agencies; and to provide highly responsible and complex administrative support to the Solid Waste Management Director. Duties include but are not limited to: Assume management responsibility for all Solid Waste Collection services and activities including solid waste collection, recycling operations and landfill disposal. Participate in the development and implementation of goals, objectives, and policies, and priorities for assigned programs including Solid Waste operations and maintenance; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships; Plan, prioritize, assign, supervise and review the work of staff responsible for providing solid waste collection and disposal, including and residential collections, recycling and landfill disposal. Requires any combination of education and experience equivalent to a Bachelor's degree from an accredited college or university with major course work in public or business administration, engineering or closely related field and five years of increasingly responsible experi?ence in solid waste collections including two years of lead or supervisory responsi?bility. Specialized training in solid waste management or a closely related field is preferred. Applicants must possess or be able to obtain a valid NC drivers license and have an acceptable driving record in accordance with the City of Fayetteville driving standard policy.
